In 1956, President Eisenhower signed the law create the Interstate Highway System. In the years that followed, using the funding from this law, the United States began building freeways on a wider scale than ever before. This meant that highway engineers had new problems to solve, among them communicating to drivers the hazards present on the freeway which were not found on the old highways. The 1961 edition of the Manual on Uniform Control Devices (MUTCD) presented a number of new signs for use on freeways. Among them was the first version of the “Merging Traffic” sign, carried in the manual as sign number W4-1. This version of the sign simply states the message in words. The 1971 MUTCD would later replace this version of the sign with the familiar split-arrow graphic used in the present day.
